
The youngster initially joined the Seasiders on loan from the Championship club earlier this season and has now committed his future to the Towbar Express Stadium after becoming available following his release by Boro.
Parker arrived at Whitby having progressed through Middlesbrough's academy system, where he developed a reputation for his technical quality, composure on the ball and versatility. Having represented the club at both Under-18 and Under-21 level, he made the move to gain valuable senior experience.
Capable of operating in a number of positions, Parker adds further energy, athleticism and quality to the Seasiders' squad.
The permanent deal ensures that Parker's development will continue on the Yorkshire coast, providing the club with a young player who is eager to make his mark in senior football.
