An own goal had given the hosts an early first-half lead, but Matlock atoned for their error as they levelled matters from the penalty spot.
Despite the wind, both teams created chances with Whitby going back ahead just before the break before Matlock levelled matters late on.
The first half took little time to fire up. A corner was flicked on at the near post by Harry Green before being bundled over the line by a Matlock man.
Lewis Hawkins pulled an effort wide and Soni Fergus' dangerous cross into the box caused some panic in the Matlock area before fizzing wide of the far post.
But with Matlock's first real attack of the game, they were awarded a penalty. Alex Byrne stepped up and dispatched his spot-kick well, sending Shane Bland the wrong way.
Whitby got themselves back ahead just before half-time when Joe Young's kick barely cleared the 18-yard box. Harry Green's effort was then parried by the visiting shot-stopper before Jacob Hazel fired home the rebound.
The Blues finished the half strongly, with Green's volley going wide of Young's post.
Nine minutes into the second period, though, Matlock could have been level but Bland was able to hold Reece Kendall's fierce strike after initially parrying.
Kendall had another chance in the 65th minute, before, at the other end, Whitby could have extended their lead when Josh MacDonald was played through on goal only to be denied by a fantastic last-ditch challenge.
But with seven minutes to play, Matlock got themselves level for a second time. The wind certainly played its part as a corner sat up nicely to be scrambled into the net at the back post by Hughes.
It would have been three points for Whitby in the end, though, as substitute Nathan Dyer forced Young into an excellent save from point-blank range, but the Seasiders had to settle for a point.
